The word list

Concordancia, resguardo, cédula de inscripción, OAC: the Spanish words of Pamplona’s offices and forms, each explained in plain English.

A

Autorización de regreso
A police permit to re-enter Spain after a journey, for non-EU residents caught between an old card and a new one.

C

Cédula de inscripción
A registration document for a foreigner who cannot obtain a passport from their own country.
Certificado de concordancia
A police certificate confirming that two documents or numbers belong to the same person, such as an old NIE and a new passport.
Certificado de registro
What EU, EEA and Swiss residents receive on registering, known as the green certificate: a printed sheet with the address and the NIE, and no photograph.
Cita previa
An appointment booked ahead online. Navarra’s foreigners’ offices work through it, and the confirmation states which office expects you.
Credencial
The pilgrim’s record on the Camino, stamped at each stop along the way. This site borrows the idea: every procedure is a stage that ends with a stamp.

D

Devolución de tasas
A refund of a fee paid by mistake or twice. In Pamplona it is listed with the Unidad de Documentación de Extranjeros section.

E

Empadronamiento
Being entered on the padrón, the roll of residents each town hall keeps.

M

Modelo 790 código 012
Form for paying the State’s fee on police procedures for foreigners; produced online, paid before the appointment.

N

NIE
Número de Identidad de Extranjero: one per foreigner, issued by the Policía Nacional and never changed; tax offices use it too.

O

OAC
Oficina de Atención Ciudadana (Herritarrendako Arreta Bulegoa in Basque): the Ayuntamiento de Pamplona’s citizen office on Calle Mayor, which handles the padrón.
Oficina Única de Extranjería
Navarra’s immigration office, under the Delegación del Gobierno: it receives and decides authorisations to study, live, work and join family.

P

Personal comunitarios y regresos
The police section at Avenida de Guipúzcoa 40 for EU citizens’ certificates, NIE assignment and return authorisations.
Poder notarial
Authority you grant before a notary so that another person can act in your name, for instance at a property signing.
Prórroga de estancia
The extension of a stay, a student’s for instance, requested before the current one ends.

R

Recogida de tarjetas
Literally “card collection”: the police section in Pamplona that takes TIE fingerprints and hands the cards over.
Resguardo
The slip you are given after the fingerprints, proving the card is on its way. You show it to collect the card.

T

TIE
The card, with photograph, that a non-EU resident holds; the letters stand for Tarjeta de Identidad de Extranjero, and it carries the NIE, the authorisation type and the expiry date.
Toma de huellas
Fingerprinting. In practice, the police appointment where your TIE application is lodged and the card ordered.

U

Unidad de Documentación de Extranjeros
The name of the whole police unit for foreigners in Pamplona, and of its section for extensions, address changes, refunds and information.
