Stage 08 of 14Holding a passport from outside Europe
The EX-19 in Pamplona: a residence card for the non-EU family of a European
Husband, wife, child, dependent parent or registered partner of a European who has made Navarra home, and your own passport is from outside the EU? Your residence card comes through form EX-19, listed by the Delegación del Gobierno with the Oficina Única de Extranjería at Avenida de Guipúzcoa 40; the fingerprints follow at the police section for cards. With it you may live and work here without the permits other non-EU nationals need. Relatives of Spanish citizens follow a separate route.

The relatives the rules name
Spain’s rules for the families of EU citizens cover:
- Husband, wife or registered partner
- Either partner’s sons and daughters, if younger than 21 or still dependent
- Dependent parents of either partner
The European’s stage comes first
The card rests on the European’s own right to live in Spain, so their green certificate should be ready, or at least applied for. For a couple arriving together, that means two files in order: the EX-18 for the European at Personal comunitarios y regresos, then the EX-19 for the partner.
Where the EX-19 goes in Pamplona
The family-member card of EU citizens, first and permanent, is one of the procedures the Delegación del Gobierno assigns to the Oficina Única de Extranjería at Avenida de Guipúzcoa 40 (open on weekdays, 9:00 until 14:00). Its page points to two ways in: a cita previa for Navarra, or online filing through MERCURIO. The fingerprints and the card itself are police work, done by the Recogida de tarjetas section in the same building; your confirmation names the office for each step.
Papers for the folder
- Form EX-19, signed
- Your passport, valid
- The certificate that proves the link (marriage, birth, registered partnership); when issued abroad, legalised or apostilled and translated into Spanish by a sworn translator
- The European’s green certificate, with their passport or identity card
- Where it applies, proof that you depend on the European
- The 790-012 for the card, paid
When your relative is Spanish
Family members of Spanish citizens no longer take the EX-19 route. Under the immigration regulations reformed in 2025, they apply for a residence authorisation of their own, which the Oficina Única lists as autorización de residencia temporal de familiares de personas con nacionalidad española.
Asked at this stage
Is the EX-19 the same as family reunification?
No. Reunification brings the relatives of non-EU residents, under a separate authorisation that the Oficina Única also lists. The EX-19 is only for the family of Europeans.
Where do I give my fingerprints for the card?
At Recogida de tarjetas, Avenida de Guipúzcoa 40, once the card is granted; the Comisaría de Tudela also lists TIE issue.
I am Ecuadorian, married to a Spaniard. Do I file the EX-19?
Not any more. Since 2025 relatives of Spanish citizens apply for their own residence authorisation, which the Oficina Única lists.
Can I write to the Oficina Única with a question first?
Its page gives no e-mail address, but links the online Buzón de consultas for written questions.
