Stage 07 of 14Holding a passport from outside Europe

A UK passport in Navarra: two groups, two routes

Britons whose life in Spain had begun by 31 December 2020 fall under the Withdrawal Agreement, and their card is a TIE that names it, applied for on form EX-20 with fingerprints at Avenida de Guipúzcoa 40 or in Tudela; anyone arriving later needs a visa, like other non-EU nationals. Since Brexit a UK passport sits outside the EU’s free movement, which is why the year you settled matters so much.

Pilgrim’s tip
Bring the oldest proof of your life in Spain you can find, an early padrón certificate or lease: the date is what counts.

Settled before 2021: the Agreement card

Protected residents hold a TIE issued under the Withdrawal Agreement (Acuerdo de Retirada), requested on form EX-20; their family members use EX-21. The Delegación del Gobierno’s page for Navarra has no section on Brexit: the card is a TIE like the others, and TIE issue and handover sit with the Recogida de tarjetas section at Avenida de Guipúzcoa 40, or with the Comisaría de Tudela.

Still on the old green certificate

Britons who registered before Brexit received the same green certificate as Europeans. It still records your rights, but the TIE is a card with your photograph that shows your status at a glance, at a border or a bank, and Spain’s authorities have encouraged the exchange. Book the fingerprints for the Agreement card and bring the old certificate with you.

Arriving after Brexit

A newcomer needs a visa from a Spanish consulate before moving: to work, to study, to live on one’s own means (non-lucrative residence) or to join family. Visits without a visa are short and do not count as residence. Once in Navarra, the TIE follows the general route, fingerprints included.

Owning a place in Navarra without moving

A Briton who buys a flat in Pamplona or a house in a Pyrenean valley without moving needs only the NIE, on the EX-15, from Personal comunitarios y regresos, from Tudela or from a Spanish consulate; someone holding a power of attorney can also sign for you. Owning it does not make you a resident.

Asked at this stage

A UK passport and a 2019 green certificate: is that enough?

They record your rights, but the card made for protected Britons, a TIE naming the Withdrawal Agreement, is the document that works smoothly at borders. Apply on the EX-20 and give your fingerprints at Avenida de Guipúzcoa 40.

Does the Withdrawal Agreement cover me if I arrived in 2022?

No. Its protection covers those already resident in Spain when 2020 ended, and some of their relatives. Later arrivals need a visa or an authorisation, like other non-EU nationals.

Which forms are the British ones?

EX-20 for a protected UK national, EX-21 for a family member. The fee goes on the 790-012.

Can I work on the Agreement TIE?

Yes. The card records rights close to those you had before Brexit, work included.
