Stage 05 of 14Holding a passport from outside Europe
Huellas TIE Pamplona: the residence card for non-EU residents, stage by stage
In Pamplona, TIE fingerprints are taken by Recogida de tarjetas, the police section at Avenida de Guipúzcoa 40 (in the south, by the Comisaría de Tudela), at an appointment booked under Navarra once you have arrived, with the EX-17, your passport, a photograph, a padrón certificate and the paid fee. The card, Tarjeta de Identidad de Extranjero, is how a non-EU resident proves their status: it bears your photograph, your NIE and the type of residence behind it.

Who walks this stage
Anyone from outside the EU whose visa or authorisation covers a stay of more than six months: students on a long course, workers hired from abroad, people on non-lucrative residence, relatives joining a resident. It is also the card of the non-EU relatives of Europeans, and of British residents protected by the Withdrawal Agreement. Europeans have no TIE; their paper is the green certificate. Before booking, put your address on the padrón: in the city, at the Ayuntamiento’s Oficina de Atención Ciudadana.
At the desk: prints and papers
Book your fingerprint slot (toma de huellas) via the cita previa for Navarra, and early: the time allowed runs from the day you entered Spain. The Delegación del Gobierno places TIE issue and handover (expedición y entrega) with the section it calls Recogida de tarjetas, at Avenida de Guipúzcoa 40 (pamplona.expediciontarjetas@policia.es); in the south, the Comisaría de Tudela lists the same. At the desk your prints are taken, your papers checked and the card ordered.
What goes in the folder:
- The EX-17, filled in and signed
- Passport and visa, with a photocopy of the pages that matter
- One recent photograph in colour, white background, passport format
- Proof of payment of the 790-012
- A padrón certificate showing your address in Navarra
- The favourable decision (resolución), when your authorisation was granted inside Spain
Leaving with a resguardo
When the officer has your prints, you receive a resguardo: the receipt for a card in production. Store it alongside your passport; you hand it over at collection, and it proves your application exists should anyone ask in the meantime.
The handover
The card is handed over by the same section that took your prints. Ask during that appointment how collection works in your case, whether you return on a set date or book again, and what to carry. Collection is in person; bring the resguardo and the passport. Check the card at the counter: name, dates, the type of residence.
The next card, when you renew
When your authorisation is renewed, by the Oficina Única de Extranjería or online through MERCURIO, the card has to follow: a new EX-17, a new 790-012 and new fingerprints, booked as the first time.
Asked at this stage
Huellas TIE Pamplona: which section takes them?
Recogida de tarjetas, the police section at Avenida de Guipúzcoa 40 that the Delegación del Gobierno lists for TIE issue and handover. The Comisaría de Tudela lists TIE issue too.
Must I be on the padrón before the fingerprints?
The desk usually wants your address proved with a padrón certificate, so register first if you can. In Pamplona/Iruña the Ayuntamiento does it by appointment at its Oficina de Atención Ciudadana on Calle Mayor.
My visa already shows a NIE. Why do I need a card?
The visa lets you enter for the purpose it states. The TIE documents your residence once you live here, and carries the same NIE.
May I leave Spain while the card is being made?
Your visa remains your travel document for as long as it is valid. If it runs out before the card reaches you, ask about an autorización de regreso before booking a flight.
