Stage 14 of 14Pamplona on foot

Empadronamiento Pamplona: your address on the Ayuntamiento’s roll

You register on Pamplona’s padrón at the Ayuntamiento’s Oficina de Atención Ciudadana, Calle Mayor 2, with a cita previa booked on 010 (948 420 100 from a mobile or from outside the city) or online, bringing an identity document and proof of your address. It is free, confers no residence status, and gives you the certificate foreigners’ offices ask for as proof of where you live; the police play no part in it.

Pilgrim’s tip
Put the OAC booking under the name of whoever turns up on the day, even when that person is registering someone else.

One office, by appointment

On the Ayuntamiento’s sede electrónica, its website for procedures, a single office is named for the padrón: the Oficina de Atención Ciudadana, or OAC (Herritarrendako Arreta Bulegoa, HAB), on the ground floor of Calle Mayor 2, 31001, the Palacio del Condestable building. Hours: 8:30 until 14:30, Monday to Friday; sign-language interpretation by video is available.

You need a cita previa: call 010 from Pamplona, or 948 420 100 from outside the city or from a mobile, or book on the sede, with or without a digital certificate. The booking goes in the name of whoever will actually come, even when registering another person, and that person brings their original identity document. The padrón’s e-mail address is padron@pamplona.es.

With a digital certificate or Cl@ve, you can also apply for the alta online and upload your documents. The answer, or a request for more papers, is left in your carpeta ciudadana (your personal folder on the sede), with a notice by e-mail.

What to take to the OAC

Summarised from the Ayuntamiento’s sheet for the alta. As a rule, every adult appears in person. A European need not wait for the green certificate: the passport or EU identity card is enough.

  • An original identity document in force: a passport, an EU national identity card or a residence card; the green EU certificate counts together with a passport or identity card. If your document has expired, bring the appointment for its renewal
  • Owners: the deed or purchase contract (not an arras contract), a nota simple (an extract from the Registro de la Propiedad), a will or acceptance of an inheritance, or an electricity, gas or water bill in your name; if you bought more than a year ago, nothing, as the office checks
  • Tenants: a lease of more than six months with the last rent receipt, or an electricity, gas or water bill in your name
  • Neither: the owner’s signed authorisation with a copy of their ID; or the authorisation of the tenant registered at the address, with the lease, the last receipt and a copy of their ID
  • Children: the libro de familia, or their birth certificate; when one parent registers them alone, the other’s authorisation and ID, or a signed declaration (declaración responsable) saying why it cannot be obtained

Certificates, and renewals for non-EU residents

Two certificates come out of the register, both free: the certificado de residencia, and the certificado de convivencia, which shows everyone living at the address. Ask for either online (at once with a digital certificate, by post to your Pamplona address without one), on 010, or at the OAC without an appointment between 8:30 and 10:30. The certificate lists your addresses in Pamplona, and the Ayuntamiento names residence permits and nationality applications among its uses; it is the proof of address a first TIE folder usually carries to Recogida de tarjetas.

Foreigners from outside the EU who lack permanent residence have to renew the entry: the Ayuntamiento’s sheet cites the law that requires it every two years, and an entry that is not renewed lapses. The padrón office posts a renewal form to your registered address; bring it signed, with your passport or residence card, to an appointment at the OAC.

Without a fixed home

People living in Pamplona without a conventional home can apply for empadronamiento social: one form per person, offered in Spanish, Basque, English, French and Arabic. The Ayuntamiento’s social services check the situation and issue an authorisation, after which the person books at the padrón office. Someone living in a home whose owner will not sign can ask that office for an alta de oficio instead.

Help for newcomers, beyond the padrón

The Gobierno de Navarra runs a first-reception service for migrants, the Servicio de Información y Orientación Básica (SIOB), within its Servicio Karibu: information on the padrón, health care, schooling, work, housing and learning Spanish or Basque, in person or by phone, in Spanish, Basque, English, French, Arabic, Russian and Ukrainian. Its Pamplona point is at Avenida Roncesvalles 4, ground floor, and its Tudela point on Calle Estanca (migraciones.acogida@navarra.es). The same Government offers free advice on immigration law at several points around Navarra, Pamplona/Iruña, Tudela and Estella-Lizarra among them, by appointment on 848 42 09 11, and publishes a welcome guide for migrants with Spanish beside Basque, English, French or Arabic.

In the city, the Ayuntamiento’s Unidades de Barrio, its neighbourhood social-services units, are the way into municipal social services. Two of their reports matter to foreigners registered in Pamplona: the integration report for arraigo social or socioformativo, and the housing report for family reunification, each requested by appointment at the unit that matches your padrón address.

For Spanish, the Government’s guide points to free courses at its public centres for adult education (CPEBPA), for people over 18, with enrolment open all year on a NIE or a passport. The Escuela Oficial de Idiomas de Pamplona offers Spanish only as a non-official course.

Burlada, Barañáin and the rest of the Cuenca

Outside the city limits, the register belongs to another town hall. Living in Burlada/Burlata, Barañáin, Villava/Atarrabia, Ansoáin/Antsoain, Berriozar or Zizur Mayor/Zizur Nagusia means registering there, by that council’s rules; we have not read their pages, so check with them before you go. When you move into Pamplona from another municipality, the Ayuntamiento itself asks the previous one to take you off its register.

Asked at this stage

Empadronamiento Pamplona: can I just turn up?

Not for the alta: the OAC works by cita previa, booked on 010 (948 420 100 from outside Pamplona or from a mobile) or online. Only certificates can be requested there without an appointment, from 8:30 to 10:30.

I am French. Do I need the green certificate before registering?

No. The Ayuntamiento accepts an EU identity card or a passport, so you can register first if that suits your timetable.

My room is in a shared flat. What proves my address?

The authorisation of the tenant registered there, with a copy of the lease, the last rent receipt and their ID; or a lease in your own name of more than six months, with the last receipt.

Is registering on the padrón free?

Yes: registration and certificates cost nothing.
