Extranjería Pamplona: finding your section at Avenida de Guipúzcoa 40

The police unit, in five sections

On policia.es the unit carries the name Brigada Provincial de Extranjería y Fronteras de Pamplona, while the Delegación del Gobierno names it the Unidad de Documentación de Extranjeros (Pamplona/Iruña) and lists its sections as follows, with the contact it gives for each:

Phone, hours and postcode

The Delegación’s page gives the sections e-mail addresses only, with no phone and no hours. policia.es adds the unit’s phone, 948 979 200, and also lists students, non-lucrative residence and nationality reports there. With no published hours for the police, your booked hour is the only timetable.

The postcode differs between the two sources, 31012 on policia.es and 31071 on the Delegación’s page; both describe the same building.

The Oficina Única de Extranjería de Navarra

Same address, other work. The Oficina Única receives applications for authorisations and decides them: stays for studies, training, student mobility and volunteering; non-lucrative residence, first and renewed; bringing family over (reagrupación familiar); residence and work, employed or self-employed, cross-border workers included; the residence of Spanish citizens’ relatives; arraigo; long-term residence; the EX-19 card of EU citizens’ family members; changes of situation (modificaciones) and appeals (recursos). Its doors are open from 9:00 until 14:00 on weekdays.

Its page gives no phone or e-mail. For written questions it links the online Buzón de consultas; for applications, the Cita Previa de Extranjería and online filing through MERCURIO; for official letters, the DEHú notifications site; for its own fees, the 790 códigos 052 and 062.

Which desk for which paper

Where two lists overlap, as they do for study stays, book the procedure and follow the confirmation.

• A NIE, an EU green certificate, a return authorisation: Personal comunitarios y regresos
• Fingerprints for a TIE, then the card: Recogida de tarjetas
• A student’s extension, a change of address, a refund: Unidad de Documentación de Extranjeros
• A work, family or non-lucrative authorisation, or the EX-19 card: the Oficina Única
• A letter inviting a relative to visit: Cartas de invitación

In the Ribera: the Comisaría de Tudela

The only other police unit for foreigners in Navarra is the Comisaría de Tudela, Plaza Padre Lasa 7 (bajo), 31500 Tudela (Aita Lasa plaza, Tutera, in Basque). policia.es gives its foreigners’ phone as 948 402 514; the Delegación gives the e-mail tudela.docuextra@policia.es. Both lists include TIE issue (the toma de huellas), NIE assignment, EU citizens’ certificates (the EX-18), residence certificates and letters of invitation; beyond those they differ, so check the booking for anything else.

policia.es lists no foreigners’ unit in Estella-Lizarra or anywhere else in Navarra. Its general list does show the Jefatura Superior de Policía de Navarra on Calle General Chinchilla, in Pamplona, but with no foreigners’ procedures: your papers are not dealt with there.

Reaching Buztintxuri

The Delegación’s page links a map of the address and says nothing about transport. The villavesas, the buses of the Transporte Urbano Comarcal, have a stop named after the building: stop 306, “Avda. Gipuzkoa, nº 40”. When we read its official page it did not show which lines call there, so check the lines on the villavesa site before you set off, and leave time to find the entrance for your section.
