Stage 02 of 14Holding a European passport
Certificado de registro UE Pamplona: Europeans who make Navarra home
EU, EEA and Swiss citizens who stay in Navarra for more than three months put themselves on the register with form EX-18 at Personal comunitarios y regresos, the police section at Avenida de Guipúzcoa 40, or at the Comisaría de Tudela, showing proof of the ground they tick: a job, studies, sufficient means or a family tie. They leave with the certificado de registro, the green sheet that records their address and their NIE; no visa and no permit are involved.

Whose stage this is
Every European making a home in Navarra: a Portuguese nurse joining a hospital in Pamplona, a German engineer hired by a plant in the Cuenca, an Erasmus student staying the full year, a Dutch couple retiring to a village near Estella-Lizarra. Every adult files their own application, and each child needs one too. A non-European relative of a European takes the EX-19 instead.
If you come for a few weeks at a time and your home remains in another country, you do not register. The number alone, on the EX-15, covers a purchase or a short contract.
The ground you tick on the EX-18, and its proof
The form asks on what basis you are staying. Each box has its own evidence:
- Working for an employer: the contract, or the employer’s certificate that you are registered with the Seguridad Social
- Working for yourself: your registration as autónomo, with the tax authority and with the Seguridad Social
- Studying: the enrolment, a health policy or the European Health Insurance Card, and your signed word that you have enough to live on
- Neither working nor studying: proof of enough means for you and anyone who depends on you, and public or private health insurance
- Joining a registered European as family: the certificates of your relationship, and that person’s registration
Booking the section that issues it
The Delegación del Gobierno’s page lists certificados de ciudadanos de la Unión with Personal comunitarios y regresos, the police section at Avenida de Guipúzcoa 40 in Buztintxuri (pamplona.comunitarios-aregreso@policia.es). Book the procedure for EU citizens’ certificates through the cita previa for Navarra, settle the Modelo 790 código 012 first, and carry originals with a copy of each.
In the Ribera, the Comisaría de Tudela lists EU citizens’ certificates too, so a European living in Tudela or the towns around it may be offered that office instead. Wherever you go, read the certificate before leaving the counter: your name as your passport has it, your address, your NIE.
With the certificate in your folder
The certificate has no photograph, so it travels with your passport or national identity card. If you move house, the police need to know: the Delegación lists changes of address (cambios de domicilio) with the section it calls Unidad de Documentación de Extranjeros, in the same building (pamplona.udeye@policia.es).
For the padrón, the Ayuntamiento de Pamplona/Iruña’s Oficina de Atención Ciudadana accepts an EU identity card or a passport, so you can register your address before or after the certificate, whichever suits your calendar. After five years of continuous residence, Europeans can apply for permanent residence, a further stage on the same path.
Asked at this stage
Norwegian, Swiss or Icelandic: is my route different?
No. EEA and Swiss citizens register on the EX-18 exactly as EU citizens do, and receive the same certificate.
Certificado de registro UE Pamplona: is Tudela an option?
The Comisaría de Tudela lists EU citizens’ certificates, so the booking may offer it. In Pamplona, the section is Personal comunitarios y regresos at Avenida de Guipúzcoa 40.
Will the certificate do instead of my passport at a bank?
Not alone: it carries no photograph, so banks and offices will want your passport or identity card next to it.
I have moved from San Juan to Txantrea. Do the police need to know?
Yes. Changes of address are listed with the Unidad de Documentación de Extranjeros section at Avenida de Guipúzcoa 40. The padrón is updated separately, with the Ayuntamiento.
