Stage 03 of 14Holding a European passport

Cita previa NIE Pamplona: the province, the procedure and the office

In Pamplona the cita previa for the NIE costs nothing and is made on the internet, through the administration’s Cita Previa de Extranjería: Navarra first, then the procedure (trámite), then the office where a choice appears. The confirmation names either Avenida de Guipúzcoa 40 in Pamplona/Iruña or the Comisaría de Tudela, the only two foreigners’ addresses the official lists give for Navarra, and only that address will receive you.

In your bag
  • Your passport number, or your NIE
  • The spelling of your name as that document has it
  • The exact name of your procedure
  • An e-mail address you check
  • A way to keep the PDF confirmation
Pilgrim’s tip
Before closing the page, read the address on the confirmation: Pamplona and Tudela are a long way apart.

Before the booking page opens

Keep at hand the document you will identify yourself with (a passport, or the NIE once you have one), the spelling of your name exactly as that document prints it, your nationality and an e-mail address you actually read. Know the name of your procedure before you start (an EX-15 for a bare number, an EX-18 for a European who stays, the toma de huellas for a TIE): the list is long, written in administrative Spanish, and choosing the item next to the right one earns you an appointment at the wrong counter.

For an authorisation that someone else files for you, such as a first work permit requested by an employer or a reunification requested by the relative already living here, that person is the one who books.

The procedure decides the section

Navarra’s list mixes police procedures with those of the Oficina Única de Extranjería. At Avenida de Guipúzcoa 40, the Delegación del Gobierno sorts the police work into sections, and the procedure you pick decides which one expects you:

  • NIE assignment, certificates about an existing NIE, EU citizens’ certificates, return authorisations, travel documents: Personal comunitarios y regresos
  • Fingerprints for a TIE, and the handover of the card: Recogida de tarjetas
  • Extensions of stay, registration cards (cédulas de inscripción), changes of address, refunds of fees, information: the section the page also names Unidad de Documentación de Extranjeros
  • Letters of invitation for a visitor: Cartas de invitación
  • International protection and statelessness: Protección internacional y apátrida
  • Authorisations to study, to live without working, to join family, to work, and changes between them: the Oficina Única de Extranjería

What the confirmation tells you

The confirmation (justificante de cita) is the paper to trust. Read the name, the procedure, the date, the hour and the address. If it says Tudela, Plaza Padre Lasa 7, that is where you are expected; if it says Avenida de Guipúzcoa 40, go to the section that handles your procedure. Print it or keep the PDF, and write down its reference: you will need it to cancel. If the procedure has a police fee, the 790-012 is paid before the day.

When no slot appears, the calendar is simply full at that moment. It is not a refusal, and nothing is recorded against you; try again on another day.

A question rather than a booking

The Delegación’s page gives each police section an e-mail address. It does not say what they answer, nor that an appointment can be requested that way, so keep them for a precise question about a procedure and go on booking through the online system. For the Oficina Única, the page offers an online question box, the Buzón de consultas, instead of an e-mail address. policia.es gives 948 979 200 for the police unit in Pamplona.

  • Cartas de invitación: pamplona.cartasinvitación@policia.es, spelt with an accent on the page
  • Protección internacional y apátrida: pamplona.asilosyapatridas@policia.es
  • Comisaría de Tudela: tudela.docuextra@policia.es

Changing your mind

If the date no longer works, cancel through the same system with your reference, so that the slot goes back into the calendar for someone else, and then book again. A booking belongs to the office printed on it; it cannot be carried to the other address on the day.

Asked at this stage

Is there a charge for booking?

Booking is free. Fees are a separate matter, settled beforehand on the Modelo 790 código 012 for anything the police handle.

One booking for the whole family?

Each person needs a booking of their own, made with their own passport or NIE. Make them one after another, so the slots fall close together when the calendar allows.

My confirmation says Tudela, but I live in Barañáin. Can I go to Pamplona instead?

Not with that booking. Go where it says, or cancel it and look for a slot at Avenida de Guipúzcoa 40.

Is the Oficina Única booked through the same system?

Yes: its page links the same Cita Previa de Extranjería. It also points to MERCURIO for applying online.
