Buying property in Navarra as a foreigner: the number, the notary, the power of attorney

Every foreign buyer, and every foreign spouse who will share the title, needs a NIE before a notaría in Navarra can sign the deed: request it on the EX-15 at Avenida de Guipúzcoa 40 or in Tudela, or from a Spanish consulate abroad. The notary writes it into the escritura, the bank into the mortgage, the land registry into its record and the tax authority into your file, so ask for it early.

Why the notary asks

A Spanish purchase passes through a notaría, the notary’s office, which identifies each party and records the sale in a public deed. For a foreigner, that identity includes the NIE. Without it, the deed cannot name you, the mortgage cannot be signed and the taxes on the purchase cannot be paid in your name.

Three ways to the number for a buyer abroad

Whichever you choose, the form is the EX-15, and the arras contract or a letter from the notary is the proof of your reason. If no journey to Spain fits, a firm that files NIE requests for people who cannot travel can take the request on at a distance.

When you cannot be at the signing

With a power of attorney (poder notarial), a person you trust signs in your place. Three places can grant one: a notary in Spain, a Spanish consulate, or a foreign notary, whose document also needs the apostille and a translation by a sworn translator. Spell out what your representative may do: request your NIE, sign the deed, open an account, take out a mortgage.

A home, not a permit

Owning property in Navarra confers no residence. The investor visa that once tied residence to a purchase ended in 2025. To live here, a European registers for the green certificate; anyone else needs a visa or an authorisation, such as non-lucrative residence.

Once the keys are yours

If the home becomes the one you live in, register on the padrón of its municipality. In Pamplona/Iruña, the Ayuntamiento’s Oficina de Atención Ciudadana accepts the deed or the purchase contract as proof of address, but not an arras contract; an owner who bought more than a year before need bring no proof at all, as the office checks its own records.

Yes. Every foreign buyer named on the escritura has to hold one.

Can someone in Navarra get my NIE for me?

Someone can act for you with a power of attorney that covers it; ask the notary who draws it up to include that request.

Does buying in Navarra give me a residence permit?

No. Since 2025 Spain no longer links residence to a property purchase.
