Stage 09 of 14Holding a passport from outside Europe

Non-lucrative residence: making a home in Navarra on your own means

It begins at the Spanish consulate of your home country, which issues the residence visa; once in Pamplona you book TIE fingerprints at Avenida de Guipúzcoa 40, and later renew the authorisation with the Oficina Única de Extranjería in the same building. The residencia no lucrativa lets non-EU nationals live in Spain on savings, pensions or investments, without working here: it suits retirees and families with income from abroad.

At the consulate: the visa

Everything begins at the Spanish consulate that covers your country of residence, which issues a residence visa after examining your means, a private health policy valid in Spain, your criminal record and a medical certificate, following its own published list of papers and translations. The level of means required is set in law and revised over time; the consulate’s current figure is the one to work from.

In Pamplona: the card

After entering Spain with the visa, register on the padrón (in the city, at the Oficina de Atención Ciudadana) and book the fingerprints for your TIE with the Recogida de tarjetas section at Avenida de Guipúzcoa 40. policia.es lists “residencias no lucrativas” among the procedures of the police unit there.

Renewals: the Oficina Única

The Delegación del Gobierno lists the first non-lucrative authorisation and its renewal with the Oficina Única de Extranjería, in the same building, open on weekday mornings. Renew before your current authorisation ends, in person with a cita previa for Navarra or online through MERCURIO, then book new fingerprints for the renewed card once it is granted. A trip abroad while the new card is pending calls for a return authorisation.

What the route rules out

The name is literal: no paid activity in Spain, whether on a payroll or freelance. Planning to keep working, even remotely for an employer abroad? Compare it with the other routes before applying: Spain has a separate visa for remote workers.

Some prefer one company for everything; a relocation firm that plans the whole move can take on the visa, the arrival and the first months.

A purchase is no shortcut

Buying a home in Navarra gives no residence. The investor visa that once linked residence to a property purchase ended in 2025; the non-lucrative route asks for means, not for a deed.

Asked at this stage

How much do I need to show?

The amount is set by law, tied to a public index and revised over time; the consulate handling your visa gives the current figure. We do not quote one that may be out of date.

Can I apply for it from Pamplona while visiting?

As a rule the visa is requested before the move, from the consulate of your home country. Ask before you travel rather than after.

Can my spouse be included?

Relatives can come with you, each on a visa of their own, if your means cover the whole household; the consulate sets the papers.

Who decides the renewal?

The Oficina Única de Extranjería at Avenida de Guipúzcoa 40, which lists the renewal of non-lucrative residence; it can also be filed online through MERCURIO.
